2.12 PREFERENTIAL TREATMENT

2.12.1 Telecom Namibia intends to favor Establishments / Companies regarding their BEE status as set out in Telecom Namibia’s BEE (Black Economic Empowerment) Procurement Policy (A copy of which can be obtained from the Tender Secretariat on request).

2.12.2 Tenderers are therefore urged to submit their Accreditation Certificates as issued by the NPPC (Namibian Preferential Procurement Council) together with this tender on the Tender Closing date. A copy of the tenderer’s Broad Based Black Economic Empowerment Scorecard Certificate from NPPC (if obtained) should be attached to the tender document. In the event where the copy is not attached a score of 0 (zero) out of a possible 15 points will be allocated to the tenderer during the tender evaluation stage for the criteria “BEE”.


Preference points shall be applied and awarded as follows:

* Telecom Namibia Limited will allocate a maximum of 15 (fifteen) points out of a total of 100 (one-hundred) points for BEE compliance as follows:-

Total points scored by tenderer on the score sheet (See Annex 1 of Telecom Namibia’s BEE’s policy - A copy of which can be obtained from the Tender Secretariat on request) and as allocated by the NPPC multiplied by 15 divided by 100.
i.e. 80 x 15 / 100 = 12 points out of a possible 15 points will be allocated to the tenderer in this example for the Criteria “BEE Compliant”.

The remaining 85 points will be allocated to the other criteria applicable to a specific Tender (Criteria such as “Specification”, “Price”, “Delivery” etc.)

2.12.3 A Legal Entity based in Namibia shall be defined as being:

- Registered with the Registrar of Companies (Ministry Trade and Industry)
- Certificate of Shareholding
- Registered for payment of Value Added Tax with the Commissioner for Inland Revenue; Ministry of Finance
- Registered with the Social Security Commission
- Good standing certificate with the Social Security Commission

Please attach certified copies of the above documentation in your tender reply. Failure to submit the above required documentation shall invalidate the tender

Note: Board approval with regards to the above preference policy remains outstanding, consequently minor changes in the body or points awarded may take place.
